Schedule 5, Part I, paragraph 7(1)

Where, for any reason whatsoever, the office of a member of a flood defence committee becomes vacant before the end of his term of office, the vacancy— shall, if the unexpired portion of the term of office of the vacating member is six months or more, be filled by the appointment of a new member; and may be so filled in any other case.
