Section 109C(2)

The authorised person must make reasonable efforts to— fix a copy of the notice to each normal means of access to the premises; give a copy of the notice to the occupier and the owner of the premises; give a copy of the notice to the occupier and the owner of any other premises to which the authorised person believes access will be impeded by the restriction notice.
