Section 111(4)

Where— that fact shall be admissible in any proceedings as evidence that that condition has not been observed or that requirement has not been complied with. by virtue of a condition of a relevant licence or by virtue of relevant regulations, an entry is required to be made in any record as to the observance of any condition of the relevant licence or compliance with any requirement arising under or by virtue of the regulations, and the entry has not been made,
