Section 57(1)

If at any time it appears to a local authority that any contaminated land in its area might be land which is required to be designated as a special site, the authority— shall decide whether or not the land is land which is required to be so designated; and if the authority decides that the land is land which is required to be so designated, shall give notice of that decision to the relevant persons.
