Section 85(1)

In this section, “the appropriate authority” means— in relation to local authorities in England and Wales other than local authorities in Greater London, the Secretary of State; in relation to local authorities in Greater London, the Mayor of London; and in relation to Scotland, SEPA acting with the approval of the Secretary of State.
