If it appears to the appropriate authority— the appropriate authority may give directions to the local authority requiring it to take such steps as may be specified in the directions. that air quality standards or objectives are not being achieved, or are not likely within the relevant period to be achieved, within the area of a local authority, that a local authority has failed to discharge any duty imposed on it under or by virtue of this Part, that the actions, or proposed actions, of a local authority in purported compliance with the provisions of this Part are inappropriate in all the circumstances of the case, ... that developments in science or technology, or material changes in circumstances, have rendered inappropriate the actions or proposed actions of a local authority in pursuance of this Part, that a local authority in Wales has failed to carry out a measure specified in an action plan by the date specified in the plan in relation to that measure, or that an air quality standard or objective has not been achieved, within a designated area in Wales, by the date specified in the action plan for the area as the date by which the standard or objective is expected to be achieved,
