Section 85(5)

The Secretary of State shall also have power to give directions to local authorities , other than local authorities in Greater London, requiring them to take such steps specified in the directions as he considers appropriate ...— so far as relating to the quality of air. for securing that any assimilated obligation is met, or for the implementation of any international agreement to which the United Kingdom is for the time being a party,
