Section 87(1)

Regulations may make provision— for, or in connection with, implementing the strategy; for, or in connection with ...— so far as relating to the quality of air; or securing that any assimilated obligation is met, or the implementation of any international agreements to which the United Kingdom is for the time being a party, otherwise with respect to the assessment or management of the quality of air.
