Section 68(3A)

The Secretary of State may by order made by statutory instrument— provide that “the supply of services” in the provisions of this Act is to include, or to cease to include, any activity specified in the order which consists in, or in making arrangements in connection with, permitting the use of land; and for that purpose, amend or repeal any of paragraphs (c), (d), (e) or (g) of subsection (3) above.
