Schedule 19A, paragraph 7(2)

Any of the following persons may apply to the court on the ground that an act, omission or decision of the manager is not in the interests of the insurer’s policyholders and other creditors (taken as a whole)— the FCA; the PRA; the scheme manager of the Financial Services Compensation Scheme (see section 212(1)); a provisional liquidator of the insurer.
