The “qualifying functions” of the FCA are— its functions under or as a result of this Act or any of the other enactments mentioned in section 1A(6)(a) to (ca) and (e) but not its excepted functions, and its functions under or as a result of a qualifying provision that is specified, or of a description specified, for the purposes of this sub-paragraph by the Treasury by order.
