Section 137G(1)

The PRA may make such rules applying to PRA-authorised persons— as appear to the PRA to be necessary or expedient for the purpose of advancing any of its objectives. with respect to the carrying on by them of regulated activities, or with respect to the carrying on by them of activities which are not regulated activities,
