Schedule 7A, paragraph 5(1)

There is or has been a connection where a person described in sub-paragraph (2)— is linked to the relevant part of the United Kingdom, was linked to that part of the United Kingdom at a time when the unlawful conduct, or some of the unlawful conduct, was taking place, or has been linked to that part of the United Kingdom at any time since that conduct took place.
