Schedule 3, Part 1, paragraph 8

The application of the seal of the Service shall be authenticated by the signature of— any member; or some other person who has been authorised for that purpose by the Service, whether generally or specially. Sub-paragraph (1) does not apply in relation to any document which is, or is to be, signed in accordance with the law of Scotland.
