Schedule 4, Part 2, paragraph 14

Tribunal rules may provide for the Tribunal to reject any proceedings if it is satisfied that the person instituting the proceedings has habitually and persistently and without any reasonable ground— instituted vexatious proceedings (whether against the same person or against different persons); or made vexatious applications in any proceedings.
