Schedule 8, paragraph 3

An order may prohibit the withholding from any person of— any goods or services; any orders for any such goods or services. References in sub-paragraph (1) to withholding include references to— agreeing or threatening to withhold; and procuring others to withhold or to agree or threaten to withhold.
