Section 274

The Secretary of State may give financial assistance to any person for the purpose of assisting— activities which the Secretary of State considers are of benefit to consumers; or the provision of— advice or information about consumer matters; educational materials relating to consumer matters; or advice or information to the Secretary of State in connection with the formulation of policy in respect of consumer matters.
