Section 47(9)

In deciding the questions mentioned in subsections (7) and (8) the CMA shall, in particular, have regard to the need to achieve as comprehensive a solution as is reasonable and practicable to— the adverse effects to the public interest; or (as the case may be) the substantial lessening of competition and any adverse effects resulting from it.
