Paragraph 2 of Schedule 7 (enforcement regime for public interest and special public interest cases: order for the purposes of preventing pre-emptive action)— applies in relation to a foreign state intervention notice as it applies in relation to an intervention notice, and for this purpose, is to be read as if— sub-paragraph (10) were omitted; for sub-paragraph (12), there were substituted— In this paragraph “pre-emptive action” means action which might prejudice a foreign state intervention notice or a report under section 70B, or might impede the taking of any action under this Part in relation to such a notice or report
