Schedule 5, paragraph 2(2)

The power under sub-paragraph (1) may be used, not only for the purpose of regulating the use of the network, but also for— securing that the person granted access uses the network to carry on such qualifying transactions as may be specified in, or under, the agreement, such other purpose relating to the carrying on of qualifying transactions as rules may provide, or enabling network transactions to be monitored.
