Any power of the Lord Chancellor or the Secretary of State to make rules, regulations or orders under this Act includes power to make different provision for different cases. Rules under section 93 or paragraph 1, 2 or 3 of Schedule 5 shall not be made unless a draft of the rules has been laid before and approved by resolution of each House of Parliament.
