Section 966(4)

The fifth condition is that— no shares conferring special rights in the company are held by— and a minister, a nominee of, or any other person acting on behalf of, a minister, or a company directly or indirectly controlled by a minister, no such rights are exercisable by or on behalf of a minister under any enactment.
