Schedule 2, Part 1, paragraph 3(5)

The regulations may, in particular, make provision— for activities to be measured by reference to the amount (in tonnes of carbon dioxide equivalent) of the greenhouse gas emissions for which those activities are to be regarded as responsible; and as to the method by which that amount is to be measured or calculated.
