Schedule 2, Part 3, paragraph 21(3)

Only the following may be appointed as the administrator of a trading scheme— the Secretary of State, the Scottish Ministers, the Welsh Ministers, the relevant Northern Ireland department, a body established by an enactment, or any combination of the above.
