Schedule 4, paragraph 1

The powers conferred by this Schedule are exercisable by the following authorities— the Secretary of State; the Scottish Ministers; the relevant Northern Ireland department; the Welsh Ministers; the Environment Agency; the Scottish Environment Protection Agency. References in this Schedule to an “environmental authority” are to any of those authorities.
