Section 193(2)

The operator of a recognised ... payment system , or a recognised DSA service provider , or a service provider in relation to such a system or such a DSA service provider, must— grant an inspector access, on request and at any reasonable time, to premises on or from which any part of the system is operated or (as the case may be) premises on or from which any part of the services is provided, and otherwise co-operate with an inspector.
