Section 196

In this Part “compliance failure” means a failure by the operator of a recognised ... payment system , a recognised DSA service provider , or a service provider in relation to such a system, or such a DSA service provider to— comply with a code of practice under section 189, comply with a requirement under section 190, comply with a direction under section 191, or ensure compliance with a requirement under section 195.
