Section 61

This section applies to— compensation scheme orders, resolution fund orders, third party compensation orders, ... bail-in compensation orders, regulations under section 60, and regulations under section 60A. An order or regulations may provide for compensation or other payments to be made by— the Treasury, the Financial Services Compensation Scheme, subject to section 214C of the Financial Services and Markets Act 2000 (limit on amount of special resolution regime payments), or any other specified person.
