Section 157(6)

A relevant Scottish authority is a public body, public office or holder of a public office— which is not a cross-border Scottish authority or the Scottish Parliamentary Corporate Body, whose functions are exercisable only in or as regards Scotland, and at least some of whose functions do not relate to reserved matters.
