Section 164(2)

Regulations under subsection (1) may, in particular, make provision requiring an authority proposing to apply for an exemption order— In this subsection “specified” means specified in the regulations. to carry out such consultation as is specified; to publish its proposals in the specified manner; before applying for the order, to consider representations made about the proposal; to make the application in the specified form.
