Section 164(7)

In this section— “relevant licensing authority” means an authority responsible for licensing taxis in any area of England and Wales other than the area to which the Metropolitan Public Carriage Act 1869 applies; “swivel seats” has such meaning as is specified in regulations under subsection (5).
