Section 59(2)

“Local authority” means— a county council in England; a district council in England; the Greater London Authority; a London borough council; the Common Council of the City of London; the Council of the Isles of Scilly; a parish council in England; a county council in Wales; a community council in Wales; a county borough council in Wales; a corporate joint committee established by regulations made under Part 5 of the Local Government and Elections (Wales) Act 2021; a council constituted under section 2 of the Local Government etc. (Scotland) Act 1994; a community council in Scotland.
