Schedule 5, paragraph 10(1)

For the purposes of this Schedule an oral hearing may be held, and evidence may be taken on oath— and, for that purpose, such a person or group may administer oaths. by a person considering an application for permission to bring an appeal under paragraph 3, by a person considering an application for a direction under paragraph 4, or by a group with the function of determining an appeal;
