Section 91(5)

Each of the following is a primary recipient for the purposes of this section— the Payment Systems Regulator; the FCA; a person who is or has been employed by the Payment Systems Regulator or the FCA; a person who is or has been engaged to provide services to the Payment Systems Regulator or the FCA; any auditor or expert instructed by the Payment Systems Regulator or the FCA; a person appointed to make a report under section 82; a person appointed under section 83.
