Section 96(3)

In this Part “general guidance” means guidance given by the Payment Systems Regulator under this section which— is given— to persons generally, to participants in payment systems, or regulated payment systems, generally, or to a class of participant in a payment system or regulated payment system, is intended to have continuing effect, and is given in writing or other legible form.
