Schedule 12A, paragraph 11(3)

The Commission must— pay to or in respect of the executive members of the Commission such pensions, allowances or gratuities (including pensions, allowances or gratuities paid by way of compensation in respect of loss of office) as the non-executive members of the Commission may determine, and provide and maintain for them such pension schemes (whether contributory or not) as the non-executive members of the Commission may determine.
