Schedule 12A, paragraph 2

The number of members of the Commission is to be determined by the Secretary of State. That number must not be— less than 3, or more than 14. The Secretary of State may by regulations substitute a different number for the number for the time being specified in sub-paragraph (2)(b). Regulations under this paragraph are subject to the negative resolution procedure.
