Those persons are— the Secretary of State; the Department for Communities in Northern Ireland; the Department of Justice in Northern Ireland; the Scottish Ministers; the Disclosure and Barring Service; the independent reviewer appointed under section 12 of the Age of Criminal Responsibility (Scotland) Act 2019.
