The persons referred to in sub-paragraph (1)(c) are— a teacher at the school; an employee of the Education Authority, other than a teacher at the school; an employee of the Council for Catholic Maintained Schools, other than a teacher at the school; the pupil to whom the record relates; a parent, as defined by Article 2(2) of the Education and Libraries (Northern Ireland) Order 1986 (S.I. 1986/594 (N.I. 3)).
