Preventing goods or technology of a prescribed description from being made available— to, or for the benefit of— designated persons, persons connected with a prescribed country, or a prescribed description of persons connected with a prescribed country, for the benefit of, or for use in, a prescribed country, or for use in connection with specified ships.
