Schedule 2, paragraph 21(3)

Sub-paragraph (4) applies where an offence created by the regulations relates to particular requirements and the Minister considers that a good reason— is consistency with another enactment relating to the enforcement of similar requirements. for those requirements to be enforceable by criminal proceedings, or for a particular maximum term of imprisonment to apply to that offence,
