Schedule 3, Part 1, paragraph 7(2)

But sub-paragraph (1) does not permit the disclosure of anything to— any person, other than the Secretary of State or the Treasury (as the case may be), who is or was a party to the proceedings, or any person who— represents such a person for the purposes of the proceedings, and does so otherwise than by virtue of appointment as a special advocate.
