Section 20(1)

Regulations may make provision conferring on prescribed persons powers exercisable— in relation to— British ships in foreign waters or international waters, ships without nationality in international waters, and foreign ships in international waters, for the purpose of— investigating the suspected carriage of relevant goods on such ships, or preventing the continued carriage on such ships of goods suspected to be relevant goods.
