A Minister of the Crown acting jointly with a devolved authority may by regulations make such provision as they consider appropriate to prevent, remedy or mitigate— arising from the withdrawal of the United Kingdom from the EU. any failure of retained EU law to operate effectively, or any other deficiency in retained EU law,
