Schedule 7, Part 3, paragraph 29(6)

Before the instrument or draft is laid, the Scottish Ministers must make a statement otherwise explaining— the instrument or draft, its purpose, the law before IP completion day which is relevant to it, and its effect (if any) on retained EU law.
