Section 22 (exemptions relating to particular areas) is amended as follows. In the heading, at the end insert “in Wales”. In subsection (1)— for “Secretary of State” substitute “Welsh Ministers”; for “him” substitute “them”; after “area”, in both places, insert “in Wales”. In subsection (2)— for “Secretary of State” substitute “Welsh Ministers”; for “he is” substitute “they are”.
