Schedule 13, paragraph 12(2)

An order under sub-paragraph (1) must require those costs to be paid— where the appeal is allowed in full, by the Authority, where the appeal is dismissed in full, by the appellant, or where the appeal is partially allowed, by one or more parties in such proportions as the CMA considers appropriate in all the circumstances.
