Schedule 14, Part 1, paragraph 2(3)

The Secretary of State may by regulations make provision about— any other matters to be included in a biodiversity gain plan; the form of a biodiversity gain plan; the procedure to be followed in relation to the submission of a biodiversity gain plan (including the time by which a plan must be submitted); persons who may or must submit a biodiversity gain plan.
