In paragraph 12— in sub-paragraph (1)— after “Secretary of State”, in the first place it occurs, insert “and the Northern Ireland Department”; after “must” insert “, between them,”; for “the Secretary of State considers” substitute “they consider”; in sub-paragraph (2)— after “Secretary of State”, in the first place it occurs, insert “, or the Northern Ireland Department,”; after “Secretary of State”, in the second place it occurs, insert “, or that department,”.
