Schedule 4, Part 1, paragraph 2(3)

The regulations may make provision about circumstances in which a producer responsibility obligation is to be treated as met (in whole or in part) by payment of a sum of money, including provision about— the manner in which and persons by whom the amount of such sums is to be determined, and the persons to whom such sums are to be paid.
